Phase 2

Project Overview

Reimagine Boulder Highway – Phase 2 focuses on improving safety, mobility, and quality of life along Boulder Highway from Charleston Boulevard to Gibson Road/Broadbent Blvd.

Project History

Efforts to improve Boulder Highway have been underway for more than a decade. In 2010, the RTC completed improvements supporting curb-running bus rapid transit (BRT) along portions of the corridor. In 2020, the RTC completed the Reimagine Boulder Highway Corridor Study, a comprehensive, community-driven effort that brought together residents, businesses, elected officials, and technical experts to identify safety and mobility priorities. That study established strong support for roadway and transit improvements and set a long-term vision for the corridor.

Currently Underway

Phase 1

Building on that work, Phase 1 of Reimagine Boulder Highway is currently under construction in the City of Henderson, extending from Wagonwheel Drive to Gibson Road/Broadbent Boulevard. Phase 1 includes center-running transit, safer crossings, improved lighting, and complete street elements, and represents a major step forward in addressing long-standing safety concerns.

Phase 2 Overview

Phase 2 continues this momentum by focusing on the northern 7.75 miles of Boulder Highway, from Charleston Boulevard to Gibson Road/Broadbent Boulevard, through unincorporated Clark County and the City of Las Vegas. While Phase 1 is transforming the southern portion of the corridor, this northern segment continues to experience high speeds, frequent crashes, and limited safe options for people walking, biking, or using transit.

To help advance this work, the RTC was awarded a Regional Infrastructure Accelerator (RIA) discretionary grant, allowing planning, environmental review, and early engineering to move forward for Phase 2. This funding helps ensure the northern half of the corridor can build on the safety investments already underway to the south.

Timeline

2025-2026

Environmental Planning
This is the phase where agencies study existing conditions and potential impacts, gather public input, and complete required environmental review to inform future design decisions before anything is built.

2027-2028

Final Design
This is the phase where approved concepts are translated into detailed engineering plans, specifications, and cost estimates needed to prepare the project for construction, pending funding and final approvals.

2029-2032

Construction
Construction is the phase where approved plans are built in the field, including roadway, transit, and safety improvements, with ongoing coordination to manage traffic, access, and impacts to the surrounding community.
Note: The Construction Phase is currently unfunded.
